Dear Lady Owen,
Very many thanks for your letter of the 18th September with which you sent me the letter from Sir Geoffry Northcote expressing his own and the Legislative Council's appreciation of Sir David's services to the Port and Government of Hong Kong. It is a pity that Sir David was not able to see the letter, but I know well how very much the report was appreciated and admired by the chief people in Hong Kong as a masterly survey of the essentials of the problen.
Thank you very much for the notes of evidence and the copy of the report. We will take care of these here until events make it possible for the study to be resumed and the necessary action to be carried a stage further.
